The image list from top to bottom becomes the PDF page order. Paper and margin settings change the placement on each page.
Putting a photo in a PDF does not automatically create searchable text. Recognizing text in scans requires separate OCR. [1]

Choose JPG or PNG images and arrange them in the desired order. Each image becomes one PDF page. Choose A4, Letter or a page size matching the image. Convert HEIC and WebP to JPG or PNG first.
JPG images are embedded without recompression and retain their photo orientation. Large PNG images are resized to protect device memory. To combine existing PDFs instead of photos, use Merge PDFs.
On-device mode is the default and processes files in your browser without uploading them. Server mode uploads files only after you read the notice and press the server action button. Check the tool for the limits and retention period before choosing that mode.
